This came about during Mr. Gadhafi's rambling speech at the United Nations in 2009. Nothing special about the event. This guy just demands a Kartune. The spelling of his name is a bit tricky. It depends where you go for a source. This is just one of several spellings found on the Internet. I guess it depends who is reporting, and where one sources the spelling. I've seen it begin with a Q, G, and K.
